Masato Kanda, the top finance ministry official, expressed this impression this week. Kanda stated that there is a greater market for bonds that consider environmental, social, and governance issues. However, he pointed out a number of obstacles that could make it difficult for the government to act quickly. Canada is also preparing for a debut green bond sale. Kanda said that while Japan has made smaller steps towards making its finances more eco-friendly in recent months, such as supporting new coal projects financing moratoriums and including ESG considerations within its foreign reserves, Kanda suggested that the finance ministry will not rush to consider ESG in foreign investments. The country’s financing activities may also be under pressure from outsiders in Europe or elsewhere who are making decisions about which projects qualify as ESG.
